The substance of the concept was built directly into the architectural plans with the focus on two mutually supportive components that constitute a harmonious fusion, creating an alternative tourist facility with a very special attraction.
The first of these two components is the principal, the statue and its pedestal. This is referred hereafter as Garuda Wisnu Kencana (GWK).
With it’s immense size, the Garuda Wisnu Kencana is expected to draw the attention of potential visitors within a wide area of sight (20 km. Radius).
The second component is the 230 ha support area which will be developed into a cultural park.

The integration of the components continues to consider the aspect of monumentality. The statue and its pedestal will be enhanced by the treatment of surroundings, imbuing them with a special character.
The lay of the surrounding land, a limestone’s cliff over from lime – quarrying, inspired the idea of emphasizing the sunken area by creating the configuration of stone pillars, sharp escarpments that retained the original contours of the cliff.

Several efforts were made to find right site, with the following considerations:

  • Placement of the statue had to be supportive of a monumentality that would be visible from various tourist centers and
  • The local environment had to conduce to the development of the locations potential, which covered:
    • Spirit of the place (genius loci);
    • Accessibility;
    • Long-term development opportunity;
    • Support of the surrounding community; and development of the area on a wider scale.

Application of the basic concept in working out the architectural design was carried out assiduously and with precision using AMDAL testing to gauge the impact on the physical environment, and making efforts to socialize the environmental impact. To foster socio - cultural support, each phase of construction will be socialized to ensure that development conforms to the general perception.

The opening of approximately 5% of the total area, to coincide with the turn of the Millennium, in the year 2000, may also be looked upon as the debut of the physical structure of the Mandala GWK.
